Value engineering is a structured review of specification, materials, methods and sequence to find where cost can be reduced without damaging the outcome the client actually cares about.

Cost reduction is not the same as cheapening
The aim is to protect what the project is for. A saving that creates a maintenance problem, slows the build, or disappoints the client on handover is not a saving.
Each option is presented with its trade-off stated plainly, so nothing is reduced by accident.
